Представлен медико-биологический и правовой анализ проблем окружающей среды в Арктической зоне Российской Федерации и их влияния на состояние здоровья населения данного региона. Были определены основные факторы негативного воздействия окружающей среды Арктической зоны на здоровье человека. Сделаны выводы об имманентном характере экологических рисков, а соответственно и рисков для здоровья населения при интенсивном индустриальном освоении Арктической зоны. Для предотвращения и минимизации рисков нарушения здоровья человека в Арктической зоне и охраны окружающей среды необходимо внести изменения в ряд законодательных актов Российской Федерации, а также принять комплексный Федеральный закон «Об Арктической зоне Российской Федерации», в основу которого должна быть положена единая концепция правового регулирования, учитывающая природно-климатическую, экологическую и медико-биологическую специфику Арктики.

A biomedical and legal analysis of environmental problems in the Arctic zone of the Russian Federation and their impact on the health status of the population of the region is presented. The main factors of the negative impact of the environment of the Arctic zone on human health were identified. Conclusions are drawn about the immanent nature of environmental risks, and, accordingly, risks to public health during intensive industrial development of the Arctic zone. To prevent and minimize the risks to human health in the Arctic zone and environmental protection, it is necessary to make changes to a number of legislative acts of the Russian Federation, as well as to adopt a comprehensive Federal Law “On the Arctic Zone of the Russian Federation”, which should be based on a single concept of legal regulation, taking into account the climatic, environmental and biomedical specifics of the Arctic.
